ISO 9001:2026 Changes: What Is New Compared With ISO 9001:2015

It keeps the same clause structure as ISO 9001:2015 and adds a short list of new or expanded requirements: quality culture and ethical behavior, separate treatment of risks and opportunities, expanded planning of changes, climate change as a context issue and wider awareness requirements. Clause 8 changes are terminology only. Certified organizations have three years, to September 2029, to transition.

This summary describes the changes in our own words, based on guidance published by certification bodies including BSI, SGS and TÜV SÜD. Check every point against your licensed copy of the standard before you change your system.
What is the quality culture and ethical behavior requirement?
Clause 5.1.1 now lists promoting and demonstrating quality culture and ethical behavior among the things top management does to show leadership. Clause 7.3 adds the same two topics to what people must be aware of. The standard does not define a method. In an audit, expect questions to top management about what they do, not what they have written, and questions to staff about what quality and honest reporting mean in their job.
Practical evidence includes leadership walk-rounds with notes, decisions where quality was put ahead of schedule or cost, a way for staff to raise concerns without fear, and records of awareness briefings. The Quality Culture and Ethical Behavior Pack provides all of these as templates.
How did risks and opportunities change?
The 2015 edition handled risks and opportunities in one sub-clause, and most organizations built a risk register with an opportunities column that stayed empty. The 2026 edition gives each its own sub-clause and introduces stronger opportunity-based thinking. You now determine, analyze and evaluate opportunities, plan actions, build them into your processes and check whether they worked, exactly as you do for risks. Use a register with separate sheets for each.
What changed in planning of changes (6.3)?
In 2015 you considered the purpose of a change and its consequences, the integrity of the QMS, resources and responsibilities. The 2026 edition adds how the change will be communicated, how it will be monitored and evaluated, and how the results will be reviewed. If your change procedure stops at approval, it needs extending.
What did not change?
- The process approach, risk-based thinking and the plan-do-check-act cycle.
- The operational requirements of clause 8, apart from terminology.
- The structure of monitoring, internal audit and management review in clause 9.
- No new requirements on artificial intelligence, digitalization or supply chain resilience.
- A quality manual and a management representative are still not required.
What should a certified company do now?
